What is a move-in/move-out inspection report?

A move-in/move-out inspection report is a dated, detailed record of an apartment unit's physical condition completed at lease start and termination to establish baseline damage and settle security deposit claims.

A move-in/move-out inspection report is a written or photographic record created to document the condition of an apartment unit at two critical moments: when a tenant takes possession and when they vacate. Completed by property management or a neutral inspector, the report notes the state of walls, flooring, appliances, fixtures, doors, windows, and other built-in features, often marking damage with descriptions and photos.

The report serves as the primary evidence in disputes over security deposit deductions. Texas law requires landlords to provide tenants with a written description of the unit's condition or return the full deposit within 30 days of move-out. Without a move-in report, property managers cannot easily distinguish between pre-existing damage and new damage caused by the tenant, which often leads to disagreements about wear-and-tear versus damage liability.

In the Fort Worth apartment market, many complexes use standardized inspection forms or digital platforms to timestamp observations and attach photos. Tenants typically receive a copy of the move-in report and are expected to note disputes or missing details within a set window, usually 5 to 7 days. The move-out report then becomes the basis for comparing condition and determining what, if any, deposit funds may be withheld for cleaning, repairs, or maintenance beyond normal wear.

Thorough documentation protects both property owners and residents by creating a clear record of responsibility and limiting deposit claims to verifiable damages.
